How to get there:        
The easiest way is to share a cab, and tell the driver to go to "Sidrería Aizoáin, in Aizoáin". It's about 10 minutes.
As an alternative, you can get bus number 16, in front of the bus station in Pamplona, and get off at the last stop.
There is a bus every 20 minutes, maybe more in Sanfermines.

How much:                    
That really depends. Food should be around 30€, if we order the standard sidrería menu, which includes unlimited cider.
Extras are beer, wine, coffee, legumbas, kalimotxos, etc.

Update: The sidrería does only one set menu for this day: Chorizos a la sidra, jamón, bacalao frito and chuletón. Cider,
wine and water are included. Price: 32€.
